Gateway — Tonnelle Avenue Bridge & Utility Relocation

A complex infrastructure package supporting the Gateway Program — utility relocation and a new roadway bridge over the Hudson Tunnel Project right-of-way. Responsibilities span change management, commercial correspondence, risk assessment, and field inspection.

Key contributions

• Prepared independent cost estimates for change orders and led negotiations to fair and reasonable settlements.
• Forecasted estimate-to-complete (EAC) and negotiated final settlements within the remaining budget, mitigating potential cost overrun.
• Maintained WBS continuity and reallocated funds from underrunning bid items to those projected to overrun — keeping contractor payments timely without disrupting the cost-reporting structure.
